The Business Accelerator Programme (BAP) 3.0 is a support initiative aimed to boost the potential of Small and Medium Enterprises (SMEs). It offers a mix of business consulting services and financial aid, creating a strong environment to support SME growth and expansion. The programme features a wide range of capacity boosting measures, empowering SMEs to scale their operations both domestically and internationally. Beneficiaries will receive a grant covering 50% of their costs, up to a maximum of RM400,000.

Important Information for BAP 3.0

Before applying for the grant, please take note of these important information:

  • Applications are only available online.
  • Having a MSME Status Certification is compulsory. You can apply for it here.
  • We advise applying for SCORE in conjunction with this assistance.
  • Acceptance of your applications will depend on the balance of the funds.    

BAP 3.0’s Grant and Project Scope

The Business Accelerator Programme 3.0 grant will be available for up to a maximum of RM400,000 flexible allocation. The project scopes being covered are:

  1. Productivity & Automation: Acquisition of Machinery & Equipment
  2. Digital Transformation: ICT Adoption & E-Commerce
  3. Sustainable Business Practices: ESG (Environment, Social & Governance) Adoption
  4. Quality Assurance: Product Certification
  5. Brand Visibility: Advertising & Promotion (capped at RM50,000)

Application Timeline

  • The new application window for the grant is from 4 March 2024 to 31 March 2024 OR until the applications reached the maximum allocated commitment amount (whichever came first). Please ensure your MSME Status is ready in this period.
  • Applications can only be made via MyBPI system.

BAP 3.0 Qualification Guidelines

To qualify for the BAP 3.0 program, applicants must adhere to the following criteria:

  • Hold a valid MSME Status Certification
  • Annual sales turnover exceeding RM300,000 per annum
  • Maintain a minimum of 60% local equity
  • Holding a valid business premises license issued by the Local Authorities
  • At least 12 months of business operations from the application date
  • Shareholders holding majority/common shares in multiple companies are restricted to only one application submission
  • Companies that were recipients of BAP 3.0 grants in 2021 and 2022 are not eligible to apply
  • Projects previously approved under any other SME Corp. Malaysia programmes are not eligible
  • Open to all economic sectors EXCEPT sectors related to primary agriculture, financial, insurance, real estate, and securities trading sectors (Preference will be given to high growth industries)

BAP 3.0 Grant Features

  1. Applications are to be submitted online.
  2. Maximum project duration of 12 months and open to projects that have been implemented since 1st June 2023.
  3. Cash in banks must be at least 30% from total cost of project.
  4. Had undergone or willing to undergo SME Competitiveness Rating for Enhancement (SCORE) assessment.
  5. Grant payment will be made through reimbursement basis.
  6. Companies applying for ESG project MUST undergo MSME ESG Assessment

Application Processing Fee

When applying for the Business Accelerator Programme (BAP), take note of the following application processing fees:

  • Processing fees of RM500 imposed for SME. 
  • Processing fees of RM300 imposed for Micro-SMEs.

BAP 3.0 Application Document Checklist

If you’re applying for the programme, make sure you have the following documents ready for upload:

  1. Valid MSME Status Statement Certificate
    • Ensure your MSME certificate is valid and up to date. The certificate have a validity period of 2 years.
  2. SSM Superform Document (Core Form) / SSM Company Profile Document
    • You will need to include essential company establishment information and highlight the equity ownership details.
  3. Audited Financial Statements / Management Accounts
    • Provide financial records for the past 3 years.
    • Include both audited financial statements and management accounts.
  4. Valid Business Premises License
    • You will need to obtain this license from the Local Authority (PBT). Alternatively, an Exemption Letter by PBT or an Incubator Confirmation Letter is also acceptable.
    • For businesses in Sabah and Sarawak, you will need to comply with the Business, Profession & Trade Licensing Ordinance.
    • If applicable, provide a Certificate of Registration with Professional Bodies or Approval from the relevant authority (e.g., Lawyers, Doctors, Accountants).
  5. Bank Statements
    • Submit your bank statements covering the last 3 months.
  6. Information Document with Premises and Product Pictures
    • You will need to follow the provided format.
    • Please include clear images of your business premises and the products.
  7. Latest EPF Contribution Statement
    • Ensure your EPF contributions are up to date.
  8. Documents Related to Selected Suppliers
    • Include any relevant agreements or contracts you had with your suppliers.
  9. Receipt Proof of Prior Project Payment/Implementation (if applicable)
    • If your project has been paid for or implemented before the application, you will need to provide evidence of payment.
